Install "bare metal" on windows

One simple question,
 I want to install the "bare metal" version of the arm compiler on my 
windows computer.
 So I download the installation file from 
http://www.codesourcery.com/gnu_toolchains/arm/
But the file doesn't have any extension.
 I've tried to add .msi since it's mentioned that it's an windows 
installation package but that doesn't help.
 I've also tried to open it with WinRar but that doesn't work either.
 So, how do I install it?
